Rules in Using the Open-use Computer System Operated by the Astronomy Data Center, National Astronomical Observatory of Japan

(Aim)
Article 1
These rules define necessary issues in using the open-use computer system (hereafter “ADC system”) operated by the Astronomy Data Center (hereafter “Center”), National Astronomical Observatory of Japan (ADC/NAOJ).
(Qualifications for a user)
Article 2
Those who can use the ADC system (hereafter “User”) are as follows:
  1. Employees by the National Astronomical Observatory of Japan;
  2. Researchers, including graduate students, in astronomy and its related fields; and
  3. Other persons that the director of the Center has approved.
(Purposes of use)
Article 3
The purpose in using the ADC system should be one of the followings:
  1. Data analyses in astronomy and its related fields; and
  2. Other research or business that the director of the Center has approved.
(Application of the User account)
Article 4
A person who wishes to use the ADC system shall submit the application form to the director of the Center, which has to be approved by the director. For a person who belongs to an institute in foreign countries, a NAOJ staff in charge of acceptance of the person has to submit the application form for the person.
(Approval and renewal of the User account)
Article 5
  1. The director shall issue an account for accessing the ADC system (hereafter “User account”) upon approval of the application. Further the director shall issue a group account when needed;
  2. The User and group account shall be valid within one year on and after the date of approval of the account and shall not be valid beyond March 31st of the fiscal year of the approval; and
  3. The renewal of the user or group account must be made followed by the specified procedure within the specified period by the director of the Center.
(Prohibition of diversion of the user account)
Article 6
A user must not use the user account for any other purpose than the accepted, and must not lend the user account to others.
(Prohibition of diversion of the group account)
Article 7
A user must not use the group account for any other purpose than the accepted, and must not lend the group account to other groups.
(Notification)
Article 8
A user has to notify the director provided that the followings occur while the user or group account is valid:
  1. When the user terminates the use of the ADC system; and
  2. When the user’s affiliation or position is changed.
(Revocation of the user or group account)
Article 9
The director may revoke or suspend the user or group account when a user violates these rules or uses the ADC system for any other purpose than the accepted.
(User Report)
Article 10
The director may request users of the ADC system to submit their reports on results or progress in using the ADC system after the use has been terminated or the user/group account has been expired.
(Publication and Acknowledgement)
Article 11
A user must acknowledge the use of the ADC system whenever the user publishes in academic papers and other means the research results obtained through using the ADC system.
(Other issues)
Article 12
  1. Any revision to these rules will be made by the director of the Center after consulting the Astronomy Data Council;
  2. Other than these rules, the director of the Center may define necessary issues in using the ADC system as bylaws.
(Appendix)
  1. These rules shall be in force on March 1st, 2013.
  2. Despite of these rules, user and group accounts that are approved on or before March 31st, 2013, shall be valid until March 31st, 2014.
